Government Affairs: Protecting Your Right to Repair
CVSN is the voice of the commercial vehicle aftermarket in Washington, D.C., and state capitals across the country—advocating for fair access to the tools, data, and diagnostics needed to keep trucks on the road and America moving.
Current Legislative Focus: The REPAIR Act
The Right to Equitable and Professional Auto Industry Repair (REPAIR) Act (H.R. 1566 / S. 1379) ensures commercial vehicle owners and independent repairers have the same access to repair and maintenance data as dealer networks.
Why it matters: Without this access, repair delays increase, operational costs rise, and essential goods can't be delivered efficiently—threatening our supply chain and economy.
What's at Stake
- Access to Diagnostics: Independent shops are increasingly blocked from critical diagnostic codes and software.
- Uptime for Fleets: Commercial trucks must be repaired quickly and legally—especially in rural areas with limited dealer presence.
- Fair Competition: Blocking access limits consumer choice and inflates repair costs.
📋 Technicians: Report blocked access and dealer-only referrals here.
Our Response to OEM Opposition
OEM Argument | CVSN Response |
---|---|
Heavy-duty trucks are too complex. | Most customization is physical, not digital. Diagnostic systems are standardized and can be securely accessed. |
There’s no access issue. | Independent technicians routinely report blocked access to essential software and telematics. |
Data sharing is a privacy risk. | The Act protects owner-controlled access with security protocols—just like in healthcare and banking. |
This threatens OEM intellectual property. | The Act doesn’t require sharing IP—only diagnostic and repair data. |
Independent shops already do repairs. | True—but they face costly and unnecessary restrictions that the Act would fix. |
How CVSN Is Taking Action
- Hosting Congressional site visits to educate lawmakers
- Lobbying federal and state legislators to protect access
- Mobilizing members to contact their representatives
- Ensuring commercial vehicles remain in the final legislative language
State & Federal Landscape
- Federal: H.R. 1566 has growing bipartisan support. S. 1379 includes commercial vehicles in its base text.
- Maine: CVSN is working to keep commercial vehicles in the state Right to Repair law after voter approval.
- Canada: Provincial momentum, especially in Ontario, may pave the way for national Right to Repair action.
